Development of a Strategic Plan for the Integration of Computer Services and Library Services

Abstract
In 1998, Nichols College in Dudley, MA, reorganized the reporting structure of its library services (including audio/visual services), computing services (including academic computing, administrative computing, database administration, and network administration), and telecommunication services (including telephony, voice mail, satellite operations, and the campus FM radio station operations). Under the new name of Information Resources and Services (IRS), the campus library, the information technology (IT) department (formerly known as Computer Services), and the telecommunications department were placed under the direct leadership and responsibility of the institution’s chief information officer (CIO).
The reorganization was initially mandated by the president of the college without the benefit of any strategic plan designed to ensure the successful integration of those services. Immediately following the reorganization, and at the request of the CIO, a committee-driven project was initiated that culminated in the development of a five-year strategic plan designed for the successful integration of library services, computing services, and telecommunication services at Nichols College.
This dissertation describes the research that served to define the strategic plan for integration of these information resources and services. Also included in this research are political, logistical, and technical issues that impelled considerations for the decision to create a centralization of information resources services at Nichols College. This research should serve the reader by supporting the realization that there is no single “right”answer to the question of whether or not an academic institution should encourage and implement such a reorganization. Clearly, the correct organizational model for any academic institution is one that effectively provides information resources and services upon demand to all campus constituents.
